What is the best compact digital camera with a shutter speed faster for around £ 150?

I am looking a camera bag size that will take the picture when I press the button, I do not want a delay of 2 seconds as my current camera and a camera phone. I just want a point and click camera without missing any action. It must be quite small, handbag or Pocket size. Thank you for any help.

A camera generally takes a shot in a split second.
