I continue to see Israeli soldiers on with new players looking bags on top of their helmets. What is the purpose these serve? Are they for cooling, avoidance radar, decoration?

It is a camouflaged helmet cover called "Mitznefet" for to break the round shape of a regular helmet. same idea in a ghillie suit used by snipers. It is a very inexpensive but effective.
